Presidential Note:

The treaty presented below represents the finalized terms agreed upon to ensure regional stability in North America, backed by the support and recognition of our allies.

Regarding Morocco, formal conversations remain ongoing: following the recent loss of Michigan in a Resistance War - despite explicit official orders issued by the eUSA Government directing all citizens and MUs not to fight - Morocco considers this event a breach of the preliminary agreement. Considering this, do not fight in Michigan!

The eUSA Government remains fully committed to diplomacy, good faith, and a peaceful resolution, offering full cooperation to rectify the situation in Michigan. Consequently, the final execution of this agreement is currently pending the return and normalization of Michigan to Morocco.


THE TREATY OF IOWA

I - Preamble
In the interest of ceasing current hostilities between Morocco and the eUSA, and establishing a stable neutral buffer state for regional peace, the following terms are hereby ratified by all involved nations.

II - Terms and Conditions

1. Territorial Adjustments:
Morocco ceases all military actions in Iowa and recognizes its liberation by eUSA. Morocco agrees to non-interference in Wisconsin.
Romania officially transfers Nebraska and Kansas to the eUSA to establish its regional buffer.

2. Neutral Buffer Status:
The eUSA acts as a neutral buffer state and will not launch direct attacks or RWs against Moroccan territory.

3. Multilateral Recognition:
Romania, Peru, and France respect the eUSA neutral status. Transfers with Romania, Peru, or France shall not be targeted by Morocco.
France, Peru, and Romania agree not to target Morocco’s regions in North America.

4. Non-Staging Guarantee:
The eUSA will not allow its territory to be used as a staging ground for offensive maneuvers against Morocco.

5. Protection Against Rogue Damage:
Individual damage, accidental hits, or private MU activity shall NOT be considered a breach of this treaty, provided the responsible government has issued official counter-orders and acts to stabilize the battle.

6. Dispute Resolution Protocol:
In case of any dispute or accidental battle, all signatories agree to a mandatory 24-hour diplomatic freeze period before taking military action, resolving issues via diplomatic channels, arranged RWs and compensating the party affected by the temporary territorial loss.

7. Duration:
Valid until the next global region reset, after which terms will be renegotiated in good faith.
