OK after some long negotiations and some tense moments i have decided to go ahead with a rental agreement with Mexico. Hopefully this does not lead to my impeachment. :-)
Terms are to be this:
1: USA will allow Mexico to ume control of:
California /CopperTexas /Steel
Louisianna/ Sulphur
Hawaii /Fish
2: This agreement will be in effect for a term of 60 days
3: If Mexico makes a move to take additional Regions it will pay 100g per month per region for as long as they control those regions.
4: If USA retakes a region via an unauthorized RW win, Mexico can retake region asap.
5: Mexico agrees to pay 220 gold per month in rental fees.
