Ok here is the proposal
DS on Capital: 100% of it's strength
DS on core other than capital: 70% of it's strength
DS on colony during MPP attack: 50% of it's strenght
DS on colony during RW: 0% of it's strength.
Questions to be discussed.
1) what if capital placed at colony?
Proposal: MPP battle it keeps 100% but RW 0%
2) what if capital changes all the time to keep as much DS as possible to 100%?
Proposal: release period of at least 5 days to change capital by law.
Add strategy to DS

one country could have only one defencive system
